Brookhaven Neighbor Record Sources
Official records answer different questions about a block. DeKalb GIS shows the physical pattern. The appraisal roll identifies each parcel's legal owner and characteristics. Recorded deeds date ownership changes, while city project files identify named applicants or agents for specific work. None is a complete roll of Brookhaven neighbors.
| Source | What It Shows About a Block | Access |
|---|---|---|
| DeKalb GIS | Parcel pattern, adjoining lots, owner and postal fields | Free map or service |
| Appraisal roll | Owner, characteristics, assessment, site address | Free search |
| LandmarkWeb | Ownership changes and legal descriptions | Free index, 1979-current |
| Project and permit files | Construction, applicant, owner, or agent | City portal or request |
| Voter file | Electors at addresses, subject to law and redaction | Election-office request |
| Neighborhood groups | Public association and civic contacts | City Organizations page |
An owner name is evidence about title, not every occupant. A postal address may be the owner's correspondence point and differ from the site address. The safest block view records each claim beside its source and date.
Map Brookhaven Neighbors by Parcel
Use DeKalb Property Mapping and Land Records to move from one address to the parcels touching it. Parcel means the mapped unit of land maintained by the county. GIS can display boundaries and attributes; it cannot survey a line or decide an encroachment dispute.
- Locate the target address and zoom until parcel outlines are clear.
- Select the target, note its parcel ID, and confirm the site address.
- Click polygons beside and behind it, then record each adjoining parcel ID.
- Search those IDs in the appraisal system and compare owner, site, and postal fields.
- Turn on or consult the municipal boundary layer before calling every nearby lot Brookhaven.
Rights-of-way and condominium geometry need care. One condo polygon may represent multiple tax records, while a narrow mapped strip may not represent a home. Visually check each selection. The Brookhaven street directory handles a full named road rather than this immediate radius.
Read Brookhaven Parcel Fields
The official DeKalb parcel schema exposes First Owner Name, Second Owner Name, Site Address, Postal Address, Postal City, Postal State, Postal ZIP, Property Description, Sub or Condo Name, Property Class, and Last Update Date. Those fields support a clear, repeatable neighbor lookup. They also show why owner and occupant cannot be treated as synonyms.
| Field | Use on the Block |
|---|---|
| Parcel ID | Exact county search key, though splits and mergers can change it |
| Site address | Physical location of the parcel |
| Owner names | Legal owners shown for tax purposes |
| Postal address | Destination for owner correspondence |
| Subdivision or condo | Shared development identity |
| Last update | A clue to record freshness |
A matching site and postal address, with a homestead indicator when available, is consistent with owner occupancy. It is not proof of all household members. A different postal address may suggest an absentee owner or business correspondence, not vacancy.
Date Brookhaven Block Turnover
After identifying adjoining parcels, use the LandmarkWeb recorded-instrument index to date transfers. Search by owner, parcel ID, book/page, instrument, or legal description. A purchase deed names grantor and grantee and can place an ownership change in time. A security deed reflects a borrowing interest, not a new owner.
Project and permit records can add work dates, project descriptions, and named applicants. Brookhaven's open-records request channel is the fallback when a public interface does not expose the needed existing file. Under the Georgia Open Records Act, an agency generally must produce responsive records within three business days or provide a timetable, cost estimate, and basis for withholding. It need not create a new block compilation.
Note: Ask for existing records by address and date range rather than requesting that staff build a custom neighbor list.
Brookhaven Voter Data Limits
Georgia's My Voter Page is an identity-gated tool for one voter. It asks for first initial, last name, county, and date of birth. A match can return registration status, precinct, polling place, districts, and election information. It cannot browse a block, and participation history never reveals ballot choices.
An existing public voter file may include elector name, residence and mailing address, registration date, status, precinct, districts, and participation history, subject to O.C.G.A. ยง21-2-225 and required redaction. Full birth dates, state-ID numbers, and Social Security numbers are confidential. Request an existing extract and data dictionary from election officials. Georgia does not register voters by political party.
View the official DeKalb provisional search for its limited individual fields.

The screen requires election date, first name, last name, and date of birth. That identity check reinforces the point: it is an individual status route, not a source for enumerating Brookhaven neighbors. Old registrations may also remain at apartment addresses after a move.
Brookhaven Neighborhood Association Layer
The city's Organizations directory supplies public civic contacts, not household rosters. It names associations for Ashford Park and Drew Valley, Brookhaven Fields, Brookhaven Heights, Cambridge Park, Hillsdale, Historic Brookhaven, and LaVista Park. These groups can answer community questions even when their member lists remain private.
North and Central Groups
Ashford Park and Drew Valley, Brookhaven Fields, Brookhaven Heights, Cambridge Park, Hillsdale, and Historic Brookhaven publish civic identities or contacts through the city list.
LaVista Park Groups
LaVista Park Civic Association and LaVista Park Homeowners and Residents reflect an area that joined Brookhaven at the end of 2019.
Buford Highway Community
Los Vecinos de Buford Highway, We Love BuHi, Latin American Association, and Cross Keys Foundation add a nonprofit and community-service layer.
The Street Sign Topper Program recognizes a neighborhood only when its name and mapped boundaries are accepted, stable, and non-overlapping. That boundary evidence can explain which group serves an address, but social neighborhood names still may not match ZIPs, parcel districts, or city limits.
Official Records Versus Neighbor Tools
Commercial neighbor products combine many sources and may be stale. They can misread an owner's mailing address as a home address, attach one condo unit to another, or leave a former occupant in place. Verify each claim parcel by parcel against an official keeper.
| Question | Official Record | Commercial Category |
|---|---|---|
| Who owns the lot? | County appraisal and recorded deed | May copy an old owner |
| Who occupies the home? | No complete public household roll | Often inferred, not proved |
| Where is the city line? | County or city GIS boundary | Postal label may be mistaken for jurisdiction |
| How current is it? | Use update and recording dates | Source date may be unclear |
Public association contacts are also safer than trying to infer a private membership list. Congregation rosters, HOA portals, and block-watch contacts may be restricted. Alarm or neighborhood-watch names can be exempt under Georgia law.
Official Brookhaven Safety Lookups
Personal safety questions belong in their own official systems, not guesses drawn from a parcel owner. Georgia's Department of Corrections offender search overview explains the correctional lookup.

The route uses identifiers such as a name or offender number and reports correctional information. It does not establish who occupies every nearby parcel.
For the separate public registry, use the Georgia Bureau of Investigation Sex Offender Registry.

The registry carries official-use warnings and its own limits. Read the agency record instead of copying a commercial summary or drawing conclusions about another household.
Georgia Courts describes its developing statewide Court CMS project.

The project includes public search, document management, redaction, and sealing. Until DeKalb migration is confirmed, use the current official E-Access provider rather than assuming the new system has a complete local record.
Privacy for Brookhaven Neighbors
Parcel records do not list renters, children, roommates, utility customers, or delivery recipients. Driver-address data is restricted by federal law. Georgia records custodians redact bank data, medical information, full birth month and day, Social Security numbers, and certain protected officials' home contacts.
VoteSafe protects the residence address of qualifying registered voters under a protective or restraining order or living in a family-violence shelter. It is not a general voter-file opt-out. Moving counties requires a new application. A missing or substituted address must never be treated as suspicious.
Freshness matters too. A deed stays useful as proof of a recorded transfer, but an old appraisal export or voter address may no longer describe current conditions. Brookhaven's own annexation material warns that apartment addresses can retain registrations for people who moved. Check the custodian's update date, avoid turning a stale entry into a claim about a person, and leave private household data private.
Lawful use. Learn about a Brookhaven block for civic contact, personal safety, or ordinary curiosity. Never use records to watch, threaten, intimidate, or harass neighbors.
